Industrial incinerator - how complete is the burn?

How complete is the burn in an industrial incinerator plant that burns let's say 750 tons a day? I know the waste stays on reciprocating moving grates at temp. F2000 for 20-40 minutes. But is that enough for a solid plastic item to burn completely? I mean really large and thick plastic item.
